[documentation] learning_rate & connection_rate

Hi.
I can't find any more information about learning_rate in FANN library and
I'm not sure is it the same as connecition_rate ? Could you give me more
information about it?
In connection_rate we can choose to connect (or not connect) all hiden
layers, but which one are not connect if we choose connection_rate = 0.5 ?
